Acceptance of Application for Anti-Dumping Investigation on Sorbitol Chemical Products

On September 30, the Trade Remedies Authority of Vietnam (Ministry of Industry and Trade) announced that it had received a complete and valid application requesting an anti-dumping investigation on Sorbitol chemical products originating from China, India, and Indonesia.

Previously, on August 18, 2020, the Trade Remedies Authority (the investigating authority) had received the application submitted by a company representing the domestic industry (the petitioner), requesting the initiation of anti-dumping measures against Sorbitol products from the above-mentioned countries.

On September 3, 2020, the investigating authority issued Official Letter No. 695/PVTM-P1 requesting additional information to complete the application dossier.

By September 14, 2020, the petitioner had submitted the required supplementary information. Accordingly, on September 29, 2020, the investigating authority confirmed that the application dossier was complete and valid in accordance with trade remedy regulations.

The Trade Remedies Authority stated that within 45 days from the receipt of a complete and valid dossier, the investigating authority will review and evaluate the application to submit to the Minister of Industry and Trade for consideration on whether to initiate the investigation.

The appraisal process includes verifying the legal standing of the applicant as a representative of the domestic industry in accordance with the Law on Foreign Trade Management; and examining evidence of dumping or subsidies of imported goods that have caused or threaten to cause significant injury to the domestic industry, or materially retard the establishment of a domestic industry.

To support the appraisal process and ensure the legitimate rights and interests of enterprises, the investigating authority requests domestic producers and traders of similar products to provide the following information: company details; designed capacity and production output of Sorbitol products for the years 2017, 2018, 2019, and 2020; the company’s position on the case (support, oppose, or no opinion); and any other relevant documents or evidence.

The deadline for submission of information is before 17:00 on October 16, 2020, to the Trade Remedies Authority (Ministry of Industry and Trade), 23 Ngo Quyen Street, Hoan Kiem District, Hanoi.
