Imposition of Provisional Anti-Dumping Measures on Sorbitol Products from China, India, and Indonesia

The Ministry of Industry and Trade has issued Decision No. 1719/QĐ-BCT on the imposition of provisional anti-dumping duties on certain sorbitol products originating from China, India, and Indonesia.

Accordingly, the provisional anti-dumping duty rates applied to exporting enterprises range from 39.63% to 68.50%, depending on the specific calculation results.

According to the Ministry, the investigation was initiated in December 2020, based on the appraisal of the application for anti-dumping measures submitted by the domestic industry in September 2020.

During the seven-month preliminary investigation, conducted in accordance with the Law on Foreign Trade Management, relevant regulations, and the World Trade Organization’s Anti-Dumping Agreement, the Ministry coordinated with relevant authorities to thoroughly assess the impact of dumped imports on the domestic industry. This included evaluating the dumping margins of exporters from China, India, and Indonesia, as well as assessing the impact on downstream industries and consumers of sorbitol products.

Throughout the preliminary investigation, the Ministry also conducted consultations with relevant parties to clearly determine the scope of products subject to investigation.

The investigation results showed that imports of dumped sorbitol increased during the period from April 1, 2017 to March 31, 2020, which was a major factor exerting significant pressure on the domestic industry. This was reflected in key indicators such as production output, capacity utilization, inventory levels, market share, sales volume and revenue, profitability and return on assets, capital mobilization capacity, and cash flow.

During the investigation period, these indicators showed a clear downward trend compared to previous periods.

In the coming period, to reach a final conclusion, the Ministry of Industry and Trade will continue working with relevant parties to collect additional information and conduct a comprehensive assessment of the impact on all stakeholders, including end consumers. The investigation is expected to conclude in the third quarter of 2021.

Sorbitol, also known as glucitol, is a type of sugar alcohol produced from refined glucose under high temperature and pressure through hydrogenation with nickel. It is commonly used in aquaculture, food, pharmaceutical, and cosmetic industries.
